William H. Carroll

William H. Carroll

William Carroll is an attorney at law residing in the District of Columbia. From 1995-2009, Mr. Carroll practiced in the Washington, DC office of the Dykema law firm with a focus on government contracting and export controls. Prior to joining Dykema, Mr. Carroll had served as an attorney in various components of the Department of Defense for over 30 years. In 1985, he was appointed as the first General Counsel for the Strategic Defense Initiative Organization, a position from which he retired in 1994.

Mr. Carroll joined Â鶹ÊÓƵ Washington College of Law as an adjunct professor teaching Government Contracts Law in 1996.  After initially recruiting Armed Services Board of Contract Appeals (ASBCA) judge Martin Harty as a guest lecturer on the contract disputes process, Mr. Carroll arranged for Judge Harty’s appointment as joint adjunct professor for the government contracts course.  Covering contract formation and performance, the course well prepares students for practice of Government Contracts Law in government and the private sector. Mr. Carroll retired from WCL at the end of the 2016 Fall Semester.
