Before joining the Maryland Office of Administrative Hearings in July 2010, Judge Henderson was a principal member of the law firm of Craig & Henderson, L.L.C, established August 1994. Prior to establishing Craig & Henderson, he was a partner with Fair & Henderson, and a sole practitioner in the District of Columbia. He practiced civil litigation as an active member of the Maryland and District of Columbia bars and the Maryland and District of Columbia Federal Courts. His practice included jury trials in the areas of personal injury law, wrongful death, medical malpractice, nursing home liability, construction liability, and contracts. He also maintained a family law practice in the areas of divorce, child custody and child support. He has argued before the Maryland Court of Special Appeals and the Court of Appeals for the District of Columbia. His trial practice included regular participation in Alternative Dispute Resolution, to include mediations, settlement conferences and arbitration hearings.
As an administrative law judge for the State of Maryland, Judge Henderson presides over hearings about citizen or business claims against Maryland State agencies. He rules on the admissibility, authenticity, relevance and probative value of evidence, and issues written decisions in multiple subject areas. He is also a certified mediator for the State of Maryland, conducting mediations regularly for foreclosure suits and special education due process complaints.
Judge Henderson is originally from Kansas City, Missouri. He received his undergraduate degree from the University of Arkansas at Pine Bluff in 1982 and law degree from Howard University School of Law in 1985. His community service includes serving six years (including two terms as Chairperson) for the Montgomery County Committee for Ethnic Affairs, Montgomery County, Maryland. He also served 13 years as the president of Westfarm Homeowner’s Association and is a past chairman, Board of Directors for Global Developmental Services for Youth, Inc., a youth mentoring organization in Prince George’s County, Maryland. He has completed a six year term as the General Counsel for the Eastern Province of Kappa Alpha Psi Fraternity, Inc., He serves on the board of directors for Metropolitan Kappas for Youth, Inc., an academic scholarship 501(c)(3) foundation. Judge Henderson is the founding member and co-chair for the Administrative Law Section of the Bar Association for Montgomery County. He is an Eagle Scout and a Life Member of Kappa Alpha Psi Fraternity, Inc.
Judge Henderson is married to Tiffany and is the father of Caitlin, his 15-year-old daughter. He and his family reside in Silver Spring, Maryland.
