Judge Jill Cummins is an associate judge on the Circuit Court for Montgomery County, Md. She is a trial judge in a court of unlimited jurisdiction, presiding over complex criminal, civil and family law matters.
Prior to her appointment to the bench in 2017, Judge Cummins specialized in civil defense litigation. She led Allstate Insurance Company’s staff counsel litigation offices in Maryland, Delaware, District of Columbia, and Virginia for thirteen years. For more than twenty years at Allstate, Judge Cummins handled complex civil litigation while also responsible for oversight, training, and development of lawyers. As a trial attorney, she refined her litigation and advocacy skills in courtrooms throughout the State of Maryland and the District of Columbia in private practice and the corporate sector.
Over the years, Judge Cummins has amassed extensive trial experience. In addition, she has effectively argued appeals before the Maryland Court of Special Appeals; Maryland Court of Appeals; the District of Columbia Court of Appeals and the 4th Circuit.
