Administrative History

In December 20, 1960, twenty senior federal professionals met to establish the Federal Professional Association (FPA) in Washington, D.C. They wanted to address inadequate salaries, pressure on labor unions, and large turnover rates. This group continued to meet monthly for nearly two years at the Brookings institution in Washington, D.C. until it incorporated as the FPA on April 30, 1962, launched its founding conference on November 28, 1962, and began operations on January 1, 1963.

The FPA monitored incoming legislation affecting government employees and retirees, testified before and worked with congressional committees and other professional groups on issues vital to government service and retirement, sponsored a Federal Interprofessional Forum of 25 major societies, and published a monthly newsletter to keep its members informed. FPA represented professionals from levels GS-5 through GS-18 and Senior Executive Service (SES).

In 1987, the FPA merged with the Federal Executives League to form the Federal Executive and Professional Association (FEPA). It continued to perform the same actions as the FPA but with minor changes to the constitution. The Federal Executives League began in 1974 when fifty career executives attended the Federal Executive Institute in Charlottesville, Virginia. It also promoted better management of the federal government and welfare of federal executives. The FEL had members from levels GS-15 through GS-18 and SES.

FEPA disbanded in 1987 due to low membership enrollment.


Scope and Content Note

This collection documents the formation and management of the Federal Professional Association and its successor the Federal Executive and Professional Association through correspondence (1961 - 1988), meeting agendas and minutes (1962 - 1988), membership records (1964 - 1968), newsletters (1963 - 1988), publications (1969 - 1985), reports (1941 - 1980), and treasurer's files (1962 - 1988).

The collection contains two series: 1. Federal Professional Association (1941 - 1981) and 2. Federal Executive and Professional Association (1981 - 1988).
